However, that's not the same as terrorist activity at least as defined in 1986. Now any threat to anyone is deemed "terrorist".

I view that incident as similar to football player Rae Carruth hiring gunmen to shoot his pregnant girlfriend. The sad part is they succeeded, where it seems the systems the airlines had in place 16 years ago worked to save that flight.
