It doesn't matter which way the actual fee for services is collected - I was just brainstorming on you complaining that the out of pocket expenses for brochures etc. had to come out of your percentage fee.

I remember that when I worked as a real estate market research consultant the firm would bid a fee for services and then charge those kind of expenses as extra.

I'm teaching my students (in Managerial Economics) about pricing at the moment but don't really know why these different professional services are priced in different ways or is it just an accident?
