In Canada it's illegal to demand a social insurance number for most of those purposes you mention.

It's demanded anyway, but I tell those asking they can't have it, and they should know that, and they back off.

My reasoning, and that of the government is the # can be used both for invasion of privacy and for fraudulent purposes.

If you've got someone's SIN #, you've got the cornerstone for a fraudulent identity.

A Canadian public school might well demand a SIN #, (presupposing a child had one), but I expect they'd be breaking the law.
