The opening page of Pollack's book contains some remarks on this matter:

As best we can tell, Iraq was not involved in the terrorist attacks of September 11, 2001. American intelligence officials have repeated affirmed that they can't connect Bagdad to the attacks despite Herculean labors to do so. "There's not a drop of evidence" linking Iraq to the attacks, one senior intelligence official told the Los Angeles Times.
