In anything having to do with their official duties, excluding very specific limitations such as national defense, personnel evaluations, active law enforcement actions, real estate price negotiations, and a few other limited exceptions, yes they do and should live in a fishbowl.

They are public servants. Servants have very limited scope for personal lives. Anything that affect the employer they serve is fair game.

Just as an IBM employee has to be 100% open with his employers, so do public servants.
