The question here: what exactly is “the job”. Protecting the US from terrorist attack or recreating the Middle East in an incarnation acceptable to us. Is it necessary to achieve the second goal to assure the first?

I admit, I am in the official nutbar camp, I see "the job" as laying the foundation for a form of global governance. It is inherently unstable to have global trade without effective global governance. The job, in your phrase, is to recreate the world. Countries and regions ("civilizations" ?) are now fighting for power during the negotiations.
