The effect is the same if they control the media through ad buys, and crank the price of exposure up.

Are you talking about bidding up the price for the adds (I think that effect would be minor because the price of adds is detremined by the demand for all adds not just political adds), or the fact that if someone gets there message out to more people through TV and radio adds that you will have to also spend a lot on adds to compete? The 2nd is not in my opinion a case of shouting you down. If you have a budget of $20k and your oppoent had a budget of $20mil you still get your message out as well as if your opponent had $20k. The extra resources that he has to get his message out might hurt your ability to win an election but it doesn't shout you down.
If you had managed to get your message to 10,000 people and he could get his message to 2 million you would still be getting your message out to 10,000.

make it a felony for any government
individual to secretly influence mass media...


Can you be more specific about what you are for outlawing?
