pension funds can't pack it in. they've got those ridiculous return assumptions bulit in and they have to go for the Big Prize. plus uppity management remembers when pension funds where a profit center and will fire anyone running the funds who won't at least try and get it back to how it was in the old days.

that's my guess, anyway. i don't know anything, but it sounds reasonable.
