You're assuming the US would 'rule' Iraq.

I would think letting them rule themselves would be a better idea. It's a much different situation from Afghan. The Iraqi people are highly literate, quite capable, have a fairly large middle class, and they never wanted a brutal dictator to be in charge of their country in the first place.

And of course they also have the advantage of a large, consistent revenue source, thier oil.

I think they'd do a fine job of governing themslves.
