The possibility of Saddam fleeing to Lybia makes perfect sense. In fact, we dont even have to capture him or kill him. Once he flees or goes underground he loses power, and a new goverment can be formed.

Eventually, some Iraqi whose father or sister or son or whole family was executed by Saddam would find him and kill him.

The Iraqi people are highly literate, quite capable, have a fairly large middle class, and they never wanted a brutal dictator to be in charge of their country in the first place. And of course they also have the advantage of a large, consistent revenue source, thier oil.

I think they'd do a very good job of building a new nation post-saddam.
