First impression. This is written from Powell's point of view. "Powell Saves the World." Woodward must not have had converstions with Cheney or Rumsfeld on this. Got what they had to say from NSC notes and Powell/Rice. Sounds like Rice is on his side, to some degree. Obviously, the Cheney/Powell relationship is very antagonistic. Cheney is portrayed as going public to try to overrule Powell. The President is portrayed as setting back and letting them argue it out, then making up his mind. He does not come across as a "Cowboy" on these issues.
