Israel has no legal sovereign rights in the occupied territory which is recognized by the international community.

So what country does? The last recognized administrator was Great Britain. The territory has been occupied by Jordan, Egypt or Israel since.

Historical and religious claims to Eretz Israel are irrelevant

Property claims usually date from 1929 in Hebron and 1948 elsewhere. Too "historical" for you? The whole framework of regarding settlements as colonization of a foreign country doesn't fit reality. Two populations are arguing how to divide up one country, one territory. There is no foreign country. Arab Palestine has never existed.

Under these circumstances, settlers in Hebron become viable military targets because it is their presence which cause these chain of events to unfold

"cause these chain of events to unfold" As always, only the Jews act; the Arabs merely react like puppets. The onus of responsibility is only on the Israelis. Well I hate to spoil your perfect Nazi-like vision of the history of the territories, but the Palestinians have had, and still have, many other choices besides suicide bombings and random shootings. The Arabs may have the "perception" that everything is totally everybody else's fault and the world owes them "justice" (& screw the other guy), but they will just keep getting themselves in worse trouble until they learn to compromise.
