Sorry for misinterpreting your post.

It's clear to me that what is often called (at least by the US military) "collateral damage" is, in the case of Israel's attempt to eliminate terrorism, actually deliberate retaliation against civilians. An example would be the recent use of a 2000 pound bomb to kill just one terrorist leader (who happened to be Gaza, one of the most crowded urban areas in the Middle East).

These actions are ineffectual, in that they generate more hatred than they destroy.

The US, by contrast, is holding collateral damage down to reasonable levels. But then again, we haven't been playing the game for nearly as many decades.
