Doesn't the job of "loyal opposition" belong to the Democrats, not serving Cabinet Secretaries?

EDIT: I wonder how President Bush is taking these articles. From every account, loyalty is extremely important to Bush. I would guess that Powell has some explaining to do. However, he's obviously good at explaining. Still, I bet the Cheney wing of this administration is pretty steamed at seeing this account of affairs hit the Washington Post.
