What is a "telecom power system"?

They talk about a "standby power system", which hints at a UPS type solution at switching centres.

But then they talk about integrating the battery with the electronics and not needing a separate battery compartment, which hints at handsets.

If they are talking handsets, then note that battery failure after 12 -18 mths is a major handset replacement cycle factor, something the manufacturers will not want to see improved.

If they are talking UPS, then that's a big deal. I've worked on systems with dedicated backup power supplies the size of a large room costing in excess of $5M.
