Since when did Robert K.K.K. Byrd oppose massive bureacracy? (And if he really did oppose it, why would he vote AGAINST this bill?) Heck, it sounds like the Grand Wizard might be ready to switch parties... if only the Republicans would allow something... er... someone of his ilk among them.
