Regarding local unit upgrades for wireless 911 service, in New York State, counties can put a surcharge on cell phone monthly statements to pay for facilities necessary for e911. I suspect that other states have similar arrangements. This doesn't mean the money will be spent the way it was intended--to upgrade 911, but it's a step in the right direction. Art
