It's no longer possible. Since the older article, Turkey elected an Islamic party which now has control of the country. An okay for a US invasion from Turkey has a probability of zero now.

I saw a long discussion of the Turkish elections on MacNeil Lehrer yesterday. The consensus was, that the winning party has Islamic roots but has moved sharply to the center, repositioning itself as "Muslim Democratic" version of various European "Christian Democratic" parties. Also, remember that in Turkish politics, the army exercises a veto over the civilian government if it considers that it has gotten out of hand. The commentators doubted there would be any significant change in the Turkish position vis-a-vis the US or Iraq.
