The numbers do not reflect the reality of the threat. The adjectives that apply to Nicaragua and Vietnam may be similar but they are encompassed and surpassed in every degree by the atrocity of the 9-11 attacks. The mindless attackers of Al Qaeda are a product of the dangerous infrastructure of fundamentalism. Al Qaeda attacks are intended to create polarization across all political boundaries, intended to cause reprisals against identifiable groups, intended to cause schisms. The women of Afghanistan (RAWA) make a lot of sense. Empowering those who can identify the threat would be an excellent place to start.

Another good place to start would be issuing a UN edict making it illegal for any male in Afghanistan to carry a weapon and additionally requiring that all women be visibly armed, perhaps they could distribute light blue handguns. Women could still elect to wear masks and walk behind their husbands while armed, I think some would like that. <g>
