Don't you think a "commercial certainty" would be worth far more than what Enbridge paid? I don't think Enbridge was under any illusions, and I suspect that the only things they might be disappointed in are the delayed timeline and the depressed stock price (which is somewhat related).

Why not ask Enbridge if they would invest today... knowing what we all know?
Actually, I hope their actions will speak for themselves. I certainly didn't know more than Enbridge when they first invested, and do not now. I would be very surprised if they were expecting much more than has been delivered to date, aside from the speed of progress. They were absolutely aware of the progress that had to be made.
