one likely explanation could be that Saddam has not engaged in any hostilities in the past decade.

And what is the reason that Saddam has not engaged in any hostilities? Could it be that we have surrounded him and overfly him daily to make sure he that he can't start anything? He attacked Iran and Kuwait before we did this.
