The only clique that has any interest in shattering Europe with terrorist strikes is the Judeofascist one, namely, Israelis, Russians and their American sidekicks.
The political goal for Israeli fascists is to bring about the Israelization of Europe's race relations, especially with regard to her Arab/Muslim minorities. Israel's subliminal message to Europe is, "See, it can happen to you TOO! If you don't help us tame the Palestinians then Islamic terror's gonna backlash at you..."
Sadly, some European countries are willing to play at the Judeofascist ploy --they're the same countries that caved in to the US's rabid anti-Communism during the Cold War. Italy, Spain, Belgium, and the UK are ready to implement the same cointelpro gimmickry they used against (far-)left activists from the 1950s through to the 1980s. I don't think that France will participate in the wholesale frame-up of Muslim immigrants --both the heads of DGSE and DST have been changed after Jospin and his Jewish-Protestant schemers lost the 2002 election....
