Sometimes it is unwise to kill something before you really understand it. It may be part of a larger chain, and in this case I think that may be true. Knowing where their base was, could have been a tremendous advantage. We can't tear into every country they may use as a base (imo- of course, I mean we could literally, but it would not be a good idea), yet we have set a sort of precedent for that kind of reaction. When we don't do that to the next country that harbors them, we will look weak, and inconsistent (imo).
