as I understand the situation... for example an oil refinery... needed to replace an existing tower etc... Clinton law made the refinery upgrade the whole plant to new air standards vs. upgrading the new tower... Hence ,, the refineries rather than total upgrade which they couldn't pay out closed down or sold off to smaller independent companies.. who would continue to run these places.. many with half the employees to run them safely imo.. and also to less govn regulations than the much larger firms... esp. when it comes to local agencies who look the other way to save more jobs and keep local taxes coming in to support schools etc. Relax the air pollution laws is somewhat of an exaggeration... It doesn't allow them to open up and pollute more gases.. .. what is does allow the firms to do is upgrade or repair existing systems without upgrading or repairing the whole plant. Upgrades in themselves may reduce further air pollution vs increasing it. on the other hand if it allows for increased volume through the plant it may not. industry says it will reduce pollution net net.
