Those motives are lawful and allowed in the free world, certainly they would no longer be indifferent if they voted.

Voters could ante up one dollar each for the privilege of casting a winning vote and still have the option of opting out of the lottery. This would generate enough cash to cover the cost of the election. The slogan could be "If you don't pay to vote you don't win" or "Vote and you can afford to get the hell outta here".
