If you find this shocking, I gather that you haven't spent much time in the US? Not in the larger cities, I mean?
In cities with a large black and/or Hispanic population living in an "inner city" type environment, the violent crime level is so high that the police don't have time to respond to crime unless it is violent (murder, rape, attempted rape) or involves a significant amount of property (robbery, grand theft auto, burglary).
If you like movies, you might like "Beverly Hills Cop," about a black cop from Detroit (high crime area) who gets culture shock while trying to solve a crime in Beverly Hills (low crime area). It's a comedy starring Eddie Murphy, he's very funny.
The murder rate (victim AND victimizer) for young black males is *ten times* higher than it is for young white males. ojp.usdoj.gov
The population in New Orleans is majority black, and the crime rate is horrendous. Plus which, some of the cops are corrupt and so are some of the judges. There's a lot of organized crime in New Orleans, and they pay off the cops and the judges. Vice is tolerated. That creates lowered expectations. |
