The deficiencies of the Labor offices (Arbeitsamt) have been known for a long time. The Harz commission, with its 2001 recommandations, addresses this issue. The Kanzler, however, has watered it down here, scratched it a little there, pork-barrelling all along, so eventually even Mr Harz (whose name the commission is carrying) got p*d and reminded the chancellor of his election promise to implement the plans AS IS.

The way to go would be for the trade unions to rethink their role. The high unemployment is partially (Id say 30%)due to their inflexibility. We all know, however, that its balls and not the heads that run this show.
