Since Bush spoke to the UN threatening to invade Iraq, Saddam has changed his tune and is complying.


If Bush's threats of war were effective, I guess that indicates that a hard militant position has to be taken toward Saddam to get him to be reasonable. Saddam needs to hear the militant rhetoric from our hawks, see the preparations being made for war, needs to see dovish opinions being swept aside. If dovish opinions prevailed, he certainly wouldn't be talking of complying, I think.

Saddam's compliance so far has been verbal. We'll have to wait and see what he does.
