Of course his job is to insure Quebec does not leave and that has alienated the rest of Canada. A province of Canada has much more autonomy than a state of the USA. It is possible for a province to exit Federation. Quebec has left wing radicals that want to exit and the west has well financed right wing conservatives that want to leave.

The state controlled media is becoming less and less of a voice in anybody sticking it out so I would predict in ten years there will be more than one country north of 69, I mean 49...
