It is currently in style for young teen girls to wear very revealing and skimpy outfits. On the one hand old men who know better, "should not" be looking at the thirteen year old girl's sexyness. On the other hand, many do. Parents know this even if the kids don't. There is some responsibility for the child and the responsible adults in her life to base their actions on informed awareness of what kind of attention it may bring. I also notice that males (the lookers) are not thinking or talking about the teens as little girls. Yet, there is an awful lot of deniability going on from the perspective of the males as well as from the children/parents.
