The specific manner in which Enron diverted power out of state and resold it back to the state at highly inflated rates would not itself fully explain all the events of the power crisis. The so-called maintenance of as many as 17 power plants in SoCal, taking them offline at crucial periods of rising demand might also have contributed to the blackouts, but they wouldn't have happened without Enron. There is little doubt that Enron gamed the system in a fraudulent way and this report form the ISO has the look of an attempted ass-covering. I wouldn't try hanging your hat on it.
