I'm not sure about this but I think a lot of the VC excess money is in the third and fourth tier firms - the ones that take as much money as an investor is willing to give - and venture arms of big corps like Dell, msft.

The top name firms like KP and Accel... also Roger McNamee's firm (Integral?) have returned money to investors... also they only take up to 5mm per investor in each series so its not like they can go from 50mm available funds to 1 billion in a year... but the fly-by-night firms can, they just throw money at anything.

I hope there's still a bunch of cash lying around in the top tier firms because imo they aren't funding enough right now. Maybe its prudent because they want the industry to wring out the excesses first. But accel hasn't done a software startup in quite some time.
