Every so often, an American president will state that aid to Israel will be made conditional on it not being spent in the Occupied Territories. However, once the aid is handed over to Israel, then there is absolutely no control over it. Israelis can always disingenuously claim that the funds for the settlements come from other accounts

In a letter to Alan Larson, U.S. Under Secretary of State for Economics, Americans for Peace Now (APN) today encouraged the Bush Administration to emphasize with Israeli Prime Minister Ariel Sharon that he should look at budget cuts for programs that support Israeli settlements in the West Bank and Gaza at a time when needy segments of the Israeli public are being asked to absorb reductions in their budget allocations. APN's mission is to enhance Israel's security through peace and to support the Israeli Peace Now movement.
U.S. Ambassador Daniel Kurtzer's observation that Israel prefers investing in the settlements rather than in the disabled is, unfortunately, all too accurate.
"As a Zionist organization, APN has consistently supported the regular U.S. aid package that is provided to Israel each year, and we have supported supplemental aid for Israel under special circumstances. It is, however, quite true that substantial funds are still going to the settlements rather than needy portions of Israeli society, and we continue to advocate for a change in prioritization of Israeli budget allocations. In our view, these settlements undermine Israeli security and serve as an impediment to progress in the peace process."
