Going back to 1995-1998, I can't find an example where we pierced the lower BB on the VIX, closed above it, then pushed it down again prior to visiting the upper BB:

I can find one possible example in July 1999:

stockcharts.com[w,a]waclynay[d19980829,20021129][pd20,2!c20!d20,2!a18.9!f][iLh5,5!Li10,10!Lp14,3,3]&pref=G

That one had a closing low of about 18.90, reversed up a tad, then reversed back down to 17.70.

That's the only time that's happened that I can see.
