Dear John,
A lot of the analyst reports are three or four weeks old by the time they hit the news. They are passed around the brokerage house first so when the 26 target was set the stock may have been at 12. How about if your broker called you at 12 with a 26 target? Of course when CREE was 12 the market wasn't doing very well.
