Basannan, who was detained by US authorities for questioning on his alleged links with Sept. 11 hijackers, arrived in the Kingdom last week after being acquitted by a San Diego court.

Al-Bayoumi, who was arrested briefly in England in connection with Sept. 11 but released a week later, has been indicted on a charge of visa fraud by a San Diego grand jury. But, Gore said, visa fraud is not an extraditable offense. There are no immediate plans to seek terrorism charges against Al-Bayoumi, who is believed to be in England, he said.

Dweikat and Basnan pleaded guilty to immigration violations two months ago and were deported to Saudi Arabia.

Gore said: "If we had enough probable cause to show that Omar Al-Bayoumi or Osama Basnan were involved in supporting the terrorists we would have brought charges against them. Obviously we don't."
