All the while the conservatives disagreeing and insisting that the military is very strong and we can fight two wars at once. So who is right? Every commentator I have heard so far says that we are MUCH stronger militarily today than we were in 1991. Do you think a) Bush rebuilt the military in a year's time b) he inherited a strong one from Clinton ?

It is difficult for me to imagine that Clinton depleted our military to the extent the liberals are suggesting. I have not heard ANYONE say we are STRONGER than in '91; it is a fact, however, that due to a lot of new technology, the military should be more effective today than ten years ago.
