I see the AIDS crisis largely as a governmental one.

It is one, John, but not for the reason you think. The "Breakout" of Aids in this country, and its continuing spread, was and is caused in large part by that idea beloved by Liberals, "Political Correctness."

When it first appeared in force in San Francisco, the Gay community refused to allow it to be treated as a normal venereal disease, which requires by law that all sexual partners be reported and checked up on. Public Health Officials wanted to close down the major source of the spread of Aids, Public Bath Houses. They were unable to do so because of PC. This type of attitude still affects Public Health and venereal disease control over Aids today.

The Foreign Affairs article on Aids states that we spent 6 Billion Dollars on Aids last year. This is more than any other country. I suspect this is more than all other countries combined. I believe we spend more per person with the Aids than we do on per person with Cancer or Heart disease.
