"Over the past 5.75 years, the diluted shares outstanding at Intel has shrunk by 468mm shares."

Are you sure you are looking at right numbers?
The "diluted shares" include "employee stock options"
and "outstanding warrants" (whatever it means).

The actual float was:

2001: 6716
2000: 6709
1999: 6648
1998: 6672
1997: 6542

Therefore, the shrinking numbers you quoted are a reflection
of a simple fact that most employee options are underwater,
and they exercise less.

Yet the real float is growing, as pgerassi has noted.
