Al, <I wonder what dividends could be reaped if some of these funds were diverted to peaceful endeavors....> Nah, a tax cut would only benefit the rich, according to liberals ... :-P Seriously, I believe bureaucracy is the biggest problem plaguing federal agencies today, especially that joke we call the INS. Dismantle the bureaucracy, and we'll have more streamlined and efficient agencies to fight this war on terrorism. And we'll even save enough money to fund whatever "peaceful endeavor" you dream of.
