I thought the reward was doubled to
$50,000,000.00 from $25,000,000 as of December 2001.

I think many are afraid to turn him in for fear of big scale reprisals against them and their families and friends and more.

Some time in mid November 2001, crowds in the Tora Bora area of Afghanistan shouted in unison, "Osama Zindabad!" which if I am not mistaken probably means "Long Live Osama!" or "More Power to Osama" or something of that sort.
Apparently to his followers and supporters, Osama is a very charismatic figure.

Apparently, wherever Osama is, he is very well protected by loyal guards just like Saddam is. Just as Saddam has remained untoppled for a very long time, Osama may well enjoy freedom from captivity for a long time yet. However, I may be wrong.
