I think he's working from the assumption that nukes are out there, and there's nothing America can do about it. Pandora's Box has already been opened.

That doesn't mean the nuclear club should be any less exclusive. But believing that America can single-handedly stop nuclear proliferation is folly. Look at our awkward relationship with Pakistan, for example.
