We had a working legal system and property rights when we industrialized, a lot of the Countries still dont. The Americans had the advantage of starting from scratch. They didn't have to deal with a long history of unclear ownership. It is a big mess in most countries. Friedman is correct though, Rule of Law, first. Paul
