That kind of thinking is what bothers me. The problem is not whether the rule of law is better, nor whether its critical for development but how one gets to one or the other. Without destroying folk in the process.

Nice to have you back, John. That is what causes problems in the "Soft Sciences." You can get away with trying to solve problems without having to pay the piper. But, eventually, it catches up with you. The "Numbers game" is being played to fit the point that the Academic wants to make. Lets look at an example from this article.

"Mr. Stiglitz cites a World Bank study showing that the number of people living on less than $2 a day increased by nearly 100 million during the booming 1990s."

" another Columbia professor named Xavier Sala-i-Martin. Using statistics from 125 countries, he argues that the number of people living on less than $2 a day declined by nearly 500 million between 1976 and 1998."

Using slightly different, overlapping periods, we get contradictory answers.

I think Stiglitz is playing a very dangerous game with these Foreign Students. He is not coming totally out against "Free Trade," but he is confusing the issue. His students are the ones who are going to go back and run the economics of their countries, and if they take his conflicting viewpoint back with them, they can turn their countries into "India."
