I have never read any of Shute's books and couldn't comment on his ideas, I did enjoy the movie On the Beach. Heinlein said many times that editors did not want new stories, they wanted old ones with a new paint job and filed off serial numbers.
An author I enjoy for her unique ideas is Sherri Tepper. She has strong personal viewpoints that run through all her work and the ability to spin a very entertaining read as well. She is an extremely strong independent woman with a background in social work, now writing speculative fiction. Ms Tepper has no scientific background like David Brin or Gregory Benford but she does tell very good stories.

Heinlein had some ideas that were very radical regarding the post WWII years in the United States. He felt that the UN should be empowered during that short period when only the US had the bomb and could make it so. A formidable military establishment lined up against him on this, in Heinleins words, it never happened because "old sailors want wooden ships"
