This "alerting the authorities" thing is
definitely on people's minds.

In the grocery store recently, the checker and
bagger were discussing a prior patron. Apparently
the guy had kid(s) with him whom he mistreated
in some way (unclear how). They commented on
knowing his name and discussed whether they should
have called the police.

I've no idea what he did, but this indicates
that people are willing to blow the whistle.
