The Secretary's answer is the kind of shucking and jiving you would expect from an Adminstration that does not know from day-to-day where it stands on the issue of disarming versus regime change. Rumsfeld is clear where he stands. Cheney is clear where he stands. Powell is clear where he stands -- but the three are not standing in the same place.
