I also agree with that. the other difference, at least with telecom, is that in 1994 a start-up was able to sell equipment to carriers with reasonable scrutiny. In 2004, a carrier will not deploy start-up equipment if there is no "big Brother" involved. That will reduce the number of success stories and can ultimately have a negative effect on valuation. It would seem unlikely that another equipment developer will have an opportunity to go public over the next 30 months, at least.
