Oh, I thought the answer was perfectly obvious: Because the number of guns in private ownership was dropping. All that money to fuel the '90s boom came from people selling their guns. Right? The number of murders is dependent on the number of guns, right? Or is it more complicated than that? Which would mean, of course, that tighter gun control laws could easily have no effect. So what's the point of them except giving the gov't more control and power? Nah, THAT couldn't be what the gov't is after...... Let ME ask another question again: Effectively, you are no longer an American. What's it to YOU how we run our country?
