It is very hard to establish conclusive proof. How long did it take to prove that nicotine causes cancer? The correlation between increased infant cumulative exposure to ethylmercury during the 1990s and increased diagnoses of autism and nervous disorders is suspicious enough that I think the CDC decision was correct. I would have liked them to go even further and take thimerosal out of polio and flu vaccines as well. It is not only adults who get flu vacines. Multidose vials are cheaper, but are they worth the risk?

As a sidenote, it may interest you to know that all of the EPA air pollution guidelines are based on normal tolerance levels for healthy adults, rather than infants or seniors, let alone the frail elderly.
